How does the Government's new proposed National Planning Policy Framework affect heat pump planning applications? A major shift in the new Framework is the strengthening of "weight" given to clean energy benefits: Substantial Weight: Decision-makers are now instructed to give substantial weight (an upgrade from "significant" in previous versions) to the benefits of renewable and low carbon energy, energy security, and the contribution to net zero. Very important letter from Marzia Zafar at Ofgem on "Energy Digitalisation Governance – Architectural Coordination" and relevant to the whole energy sector, and Icebreaker One's Open Energy members. Five fundamental questions for architectural coordination in the GB energy sector; 1. Where is there a need for architectural coordination across the sector to unlock the full value of energy system digitalisation? 2. What are the constituent elements of architectural coordination of digitalisation in the energy sector? 3. What value could a common digital architecture document for the energy sector provide? 4. What function may be needed to deliver architectural coordination and how would it interact with functions/organisations that are delivering digital public infrastructure (DSI/NESO, Consumer Consent Solution/RECCo, Smart Metering Network/DCC, FMAR and SDR/Elexon) 5. Is coordination an ongoing task (including monitoring), or a temporary task to deliver the elements needed (from q2)? If temporary, where could responsibility for the elements sit on an ongoing basis?

Yes Bryony Worthington, we now have better alternatives but transition to them needs lots of work. Our new initiative RESET Network - Solutions for South-Led Just Energy Transitions aims to support those in the global south take leadership and find their own pathways. They need the backing of institutions like IEA.

The Environment Agency’s fourth round of climate adaptation reporting, published last month, found the UK to be largely unprepared for climate-related risks. By way of follow-up, Environment Analyst interviewed my distinguished colleague, Stephen Swabey, #climate #resilience lead at AECOM, for his thoughts on the UK market. The article, which draws from other peers too, is a useful read. My key takeaways are that the secular trends on climate are now clear - growth in demand for #adaptation and resilience services is more rapid than for net zero and decarb. 80% of consultants saw an increase in climate resilience and adaptation project pursuits in 2024 over 2023. Noting the recent impacts of heat, flood and fire on UK assets, Stephen says: "In the aftermath of these events, firms have greater awareness of climate-related capital replacement and operational costs. The knowledge that such events will continue to occur with greater frequency in the future encourages boards and management to manage these risks more closely." Stephen points to the finance and underwriting communities as the actors most likely to promote stronger business adaptation as a precondition for capital and insurance, as new and worsening climate risks emerge. Help Shape the Future of Community Energy Governance As community-led energy initiatives grow across the UK, the Community Energy – Citizen Science (CE-CS) research initiative is calling on community energy groups to help explore how these projects are governed. Derbyshire Dales Community Energy which is celebrating its 5th anniversary is privileged to have been invited to participate in this important and timely research programme. The CE-CS project, led by researchers at the Stockholm Environment Institute (SEI) at the University of York, is launching a series of collaborative workshops to better understand how decisions are made in community energy projects. Community energy groups are already pioneering local responses to the climate and energy crises, but understanding how these groups make decisions, who holds power, what trade-offs are made, and how inclusive the processes are, is crucial if we want these models to succeed and scale.

This new study reminds us that #carbonoffsets should always come last in the hierarchy of decarbonisation actions, far behind direct emission reductions, e.g. through efficiency or substitution of fossil energy/material by low carbon alternatives. The study also highlights the challenge for #carbondioxideremoval (CDR) technologies to demonstrate compliance with critical requirements such as additionality, permanence and double counting. Certain nature-based solutions (#NBS) embed a complexity (e.g. reforestation/aforestation) that makes projected GHG reduction less certain and renewable energy projects are incentivised by states and markets regardless. Unfortunately, the study does not mention promising tech-based solutions, such as enhanced mineralisation, e.g. by injecting CO2 in construction material, which sequesters it, or technologies like Nanogence SA's, which reduces the amount of cement in concrete and therefore its carbon footprint. Finally, not all #voluntarycarbonmarket (VCM) schemes display the same level of stringency over the calculation of carbon benefits and assurance mechanisms, thus affecting the quality of credits delivered by lower performers. Inspired (triggered?) by the events of last week at the IEA Ministeral meeting in Paris I felt the need to explain why the IEA should stay the course and not bow to US pressure! Love to hear reactions. Thanks to Ember for providing a platform (and for so much of the underlying data and analysis). Excellent overview here from Carbon Brief of the latest UK progress report from the Climate Change Committee. Some cause for optimism and many important points made including that: “The science is unambiguous. Only by achieving net-zero CO2 emissions, with deep reductions in other greenhouse gases, can the UK stop contributing to an ever-warmer climate…The 2050 net-zero target for the UK remains deliverable and affordable, with whole-economy costs estimated at an annual average of 0.2% of GDP.” On specific sectors, it's striking that UK-wide tree planting and peatland restoration rates accelerated quite a lot in 2024. This increase is long overdue, and largely thanks to action here in Scotland - crucial that this acceleration continues across all 4 nations. https://lnkd.in/em4NJK_i

Wonky but important developments in the world of science based emissions targets today, as the Science Based Targets initiative publishes the latest draft of its Corporate Net Zero Standard. Yes, there's still room for the use of some high integrity carbon credits, but at first glance the safeguards for ensuring they do not distract from the need to cut emissions at source appear stronger. https://lnkd.in/e-inix-G
