Its because hyo had no showcase of his abilities and was killed off by protecting civilians. Plus shishiba's highest feats was in his fight against yotsumura and museum arc. Gozu literally about to get defeated by shishiba who is obviously weaker than nagumo whos on par with gaku. Gaku>Gozu is clear as a day
