scaffold taxonomy docs have incorrect rendering

On https://developer.wordpress.org/cli/commands/scaffold/taxonomy/, the docs display < and > instead of the respective glyphs:

--theme and --plugin should probably have identical formatting with regards to whether the =<name> is included inside the square brackets.

Note that the source code files here don't have those as HTML entities; this looks like a bug with the renderer, not the plugin's docs.

Handbook markdown file looks like this:

In WordPress we have this after the import:

<dt>[&#045;-theme]</dt>
<dd>Create a file in the active theme directory, instead of sending to STDOUT. Specify a theme with <code>--theme=&amp;lt;theme&amp;gt;</code> to have the file placed in that theme.</dd>

The markdown version looks correct to me, but somehow during the import the HTML entities are double-encoded.

The importer on dotorg is here:

It uses a class from Jetpack which has this code:

So I think what we need to do this decode HTML entities inside backticks.
