Fix some of the accounts menu visual issues

• The hover colours should be consistent.
• Hover colours are disabled on Win11 because of the weird default palette.
• The user "more" pop-up menu should be correctly sized on Windows 11.
• The previous point is achieved mostly by not hiding menu items, but disabling them instead.
