
Welcome to Basic Rights Oregon’s Vote Equality Guide to pro-equality candidates. These are our endorsements for the 2016 Primary Elections.
Electing pro-equality candidates to public office across the state is now more important than ever. Following our historic marriage victory, we have the momentum to build political power, defend the progress we have made, and create new policies to ensure the voices of LGBTQ Oregonians are heard and represented in our state’s critical policy decisions.
Marriage is an important milestone on a much longer journey toward full freedom and equality for gay, lesbian, bisexual and transgender Oregonians. As important a milestone as it is, wedding bells do not signal that our work is finished. Marriage equality will not keep LGBTQ young people safe in our schools. It will not ensure transgender people access to accurate identity documents or critical health care services. It will not make our military, our prisons, or our immigration system inclusive and just. It will not ensure that LGBTQ Oregonians can live their lives free from the sting of discrimination.
Our post-marriage work is about achieving not only legal equality, but lived equality. Lived equality means we elect people to office who support freedom, pass laws promoting freedom, and ensure that those laws are carried out so that LGBTQ Oregonians experience freedom in our everyday lives.

Kate Brown
With more than 25 years of service to the people of Oregon, Kate Brown is well-prepared to serve as Oregon’s 38th Governor, making government more accountable and standing up for working families.
During her time in the legislature, Kate Brown led efforts on government accountability and reform. In 2007, she successfully spearheaded legislation that The Oregonian called the “state’s most sweeping package of ethics reforms in 34 years.” And she led a bipartisan group of legislators to pass Oregon’s most significant campaign finance reform law in a generation, making campaign contributions more transparent than ever before by creating an online database for campaign finance reporting.
Brown has also been a longtime leader in advancing civil rights and marriage equality. In 2007, she helped to pass the Oregon Equality Act, a civil rights law that prohibited discrimination in employment and housing on the basis of sexual orientation. And Brown was instrumental in passing Oregon’s Family Fairness Act, which legally recognizes committed same-sex relationships as domestic partnerships.
Prior to running for public office, Brown practiced family and juvenile law. She taught at Portland State University, worked with the Juvenile Rights Project and co-founded the Oregon Women’s Health and Wellness Alliance, which has been leading efforts to support women’s health for more than 20 years.
With her husband Dan, Brown raised Dan’s son and daughter, who are now grown, in Portland. When Brown is not busy at the Capitol in Salem, you’ll find her horseback riding or hiking. In February of 2015, Brown and her husband moved into the official residence, Mahonia Hall.

As a civil rights attorney, legislator and labor commissioner, Brad Avakian has fought to put progressive values into action and create economic opportunity for all Oregonians.
Today as labor commissioner, Brad is leading the charge to return 21st century shop classes to middle schools and high schools -- with more than 200 now providing access to more than 100,000 students so far. He's fought wage theft and civil rights abuses in the workplace, directing more than $22 million into the pockets of workers treated unfairly. And he's advanced policies for better transparency in the workplace so all Oregonians can earn equal pay for equal work.
As a legislator, Brad was named "Consensus Builder of the Year" for his work sponsoring the Oregon Renewable Energy Act of 2007 to create more clean energy jobs. A long-time supporter of equality for all Oregonians, Brad co-sponsored the Oregon Equality Act which he now enforces as Labor Commissioner. The Oregon AFL-CIO named Brad a "Working Families Champion" and gave him a Gold Medal for his work building a stronger, more equitable economy for the state. Raised in Washington County, Brad is a product of Oregon’s public schools. He graduated from Oregon State University in 1984 with a BS in Psychology and Lewis and Clark Law School in 1990 with a JD. Brad worked his way through law school by helping to create the local YMCA’s Juvenile Restitution Program, which mentored troubled youth and put them to work repaying the victims of their crimes
An Eagle Scout, Brad learned early in life that hard work and commitment could create positive changes in peoples’ lives. When budget cuts slashed music and arts programs in local schools, Brad worked with parents and educators to create the Southwest Music School.
Brad lives in Washington County with his wife and high school sweetheart Debbie. They have two children, Nathan and Claire, who are both pursuing careers in the performing arts.

Richard Devlin

As a community leader and elected official, Richard Devlin has dedicated his life to public service. He has served in local, regional and state government; his deep knowledge of every part of state government is a vital qualification for the Secretary of State.
Richard has consistently and successfully fought for the issues that matter most to Oregonians. He has been the leading voice in the Oregon Legislature on protecting funding for the public schools, community colleges, and universities that Oregon families depend on and are the vital foundation of a strong economy. He's fought to ensure children and seniors have access to the services they depend on, and that middle class families are protected during tough times.
His record has been especially strong on standing up for the rights and interests of Oregon’s LGBTQ community, having earned the endorsement of Basic Rights Oregon Equality PAC and its predecessor organizations in every one of his legislative races.
After serving on the Tualatin City Council (1985-1988), and the Metro Council (1988-1995), Richard Devlin was elected to the Oregon House of Representatives in 1996 and the Oregon Senate in 2002. Sen. Devlin is currently serving as the Co-Chair of the Joint Ways and Means Committee. Prior to becoming co-chair, he served as a member on the Committee for several sessions.
In addition, to his work in Joint Ways and Means, Sen. Devlin was the Senate Majority Leader (2007-2010) and chair of the Senate Rules and Executive Appointment Committee (2009-2010). Sen. Devlin also serves on numerous boards and commissions including the Oregon BEST Board, the National Performance Management Advisory Commission, and is the past chair of the NCSL Budget and Revenue Committee.
Sen. Devlin was born in Eugene and earned his Bachelor of Science in Administration of Justice from Portland State University and his Master of Arts in management from Pepperdine University. Sen. Devlin's occupational background is in adult and juvenile corrections and civil and criminal investigations, and he served in the United States Marine Corps. He resides in Tualatin with his wife Eliza. They have two children.

Val Hoyle and her husband Stephen moved to Oregon in 1999 with their two children based upon the quality of life and the reputation of the school system. A proud democrat, Val learned the value of public service from the example set by her parents. She was taught that you should strive to leave things a little better than you found them, work hard for every opportunity, and hold the ladder to give the next person the opportunity to climb. That’s why she got to work volunteering for the PTO, working on local elections, and as the Chair of the Democratic Party of Lane County
While in office, Val’s hard work and leadership on key issues was recognized by her peers and she was chosen by her caucus to serve as the House Majority Leader in 2012, 2013, and 2014.
As a 3-term House Majority Leader, Val proved herself to be a respected leader who brings people together to get things done for Oregon’s working and middle class families. She led her colleagues to secure investments in our public schools, passed paid sick leave so no one has to fear losing their job because they get sick or need to care for a sick child and fought to protect women’s reproductive rights, including making it possible for women to get birth control over the counter.
In addition to her public service in the State House, Val has more than 25 years of private sector business experience, she served as chairperson of the Board of the Federal District Export Council of Oregon, and she is a member of the Outdoor Industry Women’s Coalition.

House Speaker Tina Kotek

Beginning with her work to win domestic partnership benefits for faculty and students at the University of Washington in the mid-1990s, Tina Kotek has worked hard to change the world and to empower people to be part of that change.
Tina began her public service career as a policy advocate for the Oregon Food Bank, working to eliminate hunger for every Oregonian. She went on to serve as the policy director for Children First for Oregon before being elected to the Oregon House of Representatives in 2006.
In her first term in the House, Tina championed a redesign of the state's welfare program, led the fight to establish statewide nutrition standards for food sold in schools, and helped pass landmark legislation that ended discrimination based on sexual orientation and created domestic partnerships for same-sex couples.
In 2013, Tina became the first openly lesbian speaker of any state house in the nation. As Speaker, Tina has led the charge for positive change here in Oregon.
In the 2015 legislative session, Tina was a leader in the movement to give everyone a fair shot at success, championing the successful efforts to expand earned sick leave, strengthen retirement security and ban racial profiling. She worked to strengthen and expand child care options for working parents, and fought to implement Oregon's Clean Fuels Program. The 2016 session built upon those wins for working families, including the passage of trailblazing legislation to raise Oregon's minimum wage.
Today, Tina and her partner, Aimee Wilson, live in the Kenton neighborhood of North Portland with their two Yorkies, Rudy and Wicket.

David Gomberg

Representative Gomberg received his education in Oregon, holding both Bachelors and Masters Degrees in Political Science from Oregon State University and a MBA from Willamette University. He is a small business owner, with three stores on the Oregon Coast, as well as being the owner of the biggest kite in the world (10,400 sq. ft.). He was elected to serve District 10 in 2012, and has seats on both the Governor’s Commission on Senior Services and the Small Business Task Force. Creating jobs, supporting community colleges and small business development, and providing help for working families remains Rep. Gomberg’s top priorities.

Drawn here by their love of the outdoors and the great sense of local community they found in Eugene, Julie and her husband Jake moved to Oregon in 2009. Julie is a lifelong Democrat who is passionate about issues related to economic opportunity for all Oregonians – including workplace policies that are beneficial to working families, the creation of living wage jobs, and an education system that prepares students to succeed in work and in college. As Chair of the Lane County Democrats for 2 ½ years, she advocated for these issues, helped organize the progressive community, and worked hard to get candidates who fight for Democratic values elected. She is currently continuing this work as the Treasurer of the Democratic Party of Oregon.
Julie is strongly committed to the idea that our elected representatives should accurately represent the people they serve. She is a proud graduate of the Emerge Oregon program, a program which supports and trains Democratic women who aspire to run for office. As a strong advocate for equal access to a quality education, Julie has served as an officer in her local P.E.O. chapter, a philanthropic organization which provides scholarships and educational opportunities for women around the world.

Dan graduated from Western Oregon University in 2003 and received his law degree from Willamette University in 2006. He clerked for Benton County District Attorney, and then went into private practice. He has seen both sides of legal practice, and wants to use that experience to serve Oregon. A top priority for Dan will continue holding insurance companies accountable for their actions. He also wants to give a firmer footing to K-12 and higher education funding to build a skilled workforce and create jobs, particularly in innovative methods of energy production.

Paul Carlos Southwick is a candidate for the Oregon House of Representatives, District 37. Paul grew up in Clackamas County, Oregon on a small farm where he learned to value hard work, fairness and taking care of his family. Paul's parents educated him at home for most of his K-12 education and he went on to graduate from Clackamas Community College, George Fox University and the University of Michigan Law School. Paul is currently an attorney at the law firm of Davis Wright Tremaine LLP.
Why is Paul running for House District 37? Because his mother, Donna Alarcón Elizondo, who worked hard to raise two children and proudly owned her own small business, now works long hours and still struggles to afford housing near her place of employment. Paul believes that hard working mothers and fathers deserve a fair shot at economic security.
Paul is also running because Clackamas Community College is where he gained the skills, confidence and mentoring necessary to pursue his dream of becoming a lawyer and advocate. Paul knows that better access to quality, affordable higher education will help people like his mother get living wage jobs and advance their careers.

Nosse has served as a board member of Basic Rights Oregon and is deeply committed to equality. He previously served as the labor representative for the Oregon Nurses Association and has been a longtime supporter of affordable college, universal health care and workers’ rights. Rep. Nosse has been appointed to fill the vacancy for House District 42 until the election results this November. He and husband Jim live with their two children in Southeast Portland.

Roberta Phillip-Robbins immigrated to the United States as a child and was the first in her family to attend college. She’s a former public school teacher, earned a law degree and worked as a judicial clerk, and now gives youth an option before getting into and after getting out of gangs. Roberta, her husband and their three-year old daughter live in NE Portland. Roberta wants to represent the people of North and Northeast Portland as state representative because she believes in stability and security for working families and women, opportunities for every child to thrive, and access to justice for all.

Diego Hernandez

Diego Hernandez is a product of East Portland's public schools including the David Douglas and Parkrose Districts. He graduated from Reynolds High School, then worked his way through college at the University of Oregon, where he received a BA in Political Science and Ethnic Studies. After college, Diego received his Masters in Social Work at Portland State University. Because of his passion for serving his community, Diego then became a teacher at Parkrose Middle and High School.
Diego Hernandez was the first Latino ever elected to the Reynolds School Board. As a school board member, Diego advocated for equity and helped pass the district's first Equity Action Plan. Diego is a champion for students and public education. Through his service on the Reynolds bond steering committee, he was instrumental in the passage of the $125 million bond that is rebuilding 3 elementary schools in the district.
In 2014, Diego was appointed to the Oregon Commission on Hispanic Affairs, where he recently served on the SB 218 Senate Education Committee’s task force. He also serves on the boards of the Mckenzie River Gathering Foundation and Planned Parenthood Advocates of Oregon. In 2012, he was recognized by the National Association of Social Workers with the Community Based Practice Award.
Diego is currently the Co-Executive Director of Momentum Alliance, a nonprofit he co-founded four years ago, which develops young civic leaders. At Momentum Alliance Diego works to advance the professional, academic and leadership success of underrepresented youth in the Portland-Metro area. Diego secures funding for unique programs that assist youth in becoming leaders and holding leadership positions in their community. Diego has strengthened the work of the organization through a youth-led approach that has resulted in measurable impacts inside and outside of school.
Diego is a strong voice for Oregon's students, families and underrepresented communities, advocating for a transparent government that is more responsive to the needs of its constituents. He is an advocate for public education and East Portland and he will bring that advocacy to the state legislature.

Born and raised in the blue-collar town of Kelso, Washington, Representative Jeff Reardon learned the values of thrift and work from an early age. Jeff is a Vietnam Era Veteran who earned the highest rating possible during his term, E5, while serving on a nuclear submarine in the Western Pacific. He holds a Bachelor's Degree in Education from Western Washington University. Rep. Reardon began his career as a teacher before taking a job at Tektronix and served on the Davis Douglas School Board for a decade. As a lifelong educator, he knows our schools are critical to the success of our state.

Seeking election to the House, former Gresham Police Chief, Carla Piluso helped fund school safety officers and also secured $1.5 million to fund the East Metro Gang Enforcement Team. For the past 30 years, Piluso has advocated for after school programs and her support for Head Start has helped Gresham’s children enter school ready to learn. Carla will continue to fight for a first class education for all students by advocating for a well-funded and safe school environment.

Eric Zimmerman

Eric Zimmerman has dedicated his life to public service, serving with distinction in our armed forces and currently as a senior leader at Multnomah County. Now Eric is running for County Commission to ensure children, families, seniors, and our returning veterans receive the support they deserve.
Eric grew up in the Portland metro area. His dad was an attorney and his mom a public school teacher at Portland Public Schools. Even at an early age, Eric was committed to giving back. He served as the student representative of the North Clackamas School Board, helping bring more diploma options for students who struggled with traditional learning systems. When he started at the University of Portland, he joined the Reserve Officers’ Training Corps and after graduation entered the U.S. Army and Oregon Army National Guard as a Second Lieutenant. In 2009, Eric was deployed to Iraq serving as a platoon leader with distinction, earning the Bronze Star Medal and the Combat Action Badge.
After serving overseas, Eric returned to work at Multnomah County. He soon joined a group of dedicated employees at the County, working to expand job opportunities for returning veterans. Through this endeavor, he began working for County Commissioner Diane McKeel, rising to become her Chief of Staff. Their office has been an active leader in the County’s work on economic development, anti-human trafficking, veterans housing, and improving services for those experiencing mental health crisis.
Eric continues to serve in the Oregon Army National Guard, holding the rank of captain and overseeing an Oregon-based unit of the Guard. In this capacity, he led the effort to make his unit a national leader in preparing for the lifting of Don’t Ask, Don’t Tell, as well as the restriction on women serving in combat units. In September 2015, Eric deployed to Northeast Oregon to fight the wildfires ravaging our state.
Eric holds a BS and MBA from the University of Portland. He has been civically active in the community, serving on the Board of Governors for the City Club of Portland. In his free time he enjoys camping and exploring the Oregon wilderness. He lives in Southwest Portland with his dog.

Lori Stegmann grew up in the Rockwood neighborhood in west Gresham after being adopted as an infant from an orphanage in Korea. She has been a small business owner and insurance agent for more than 20 years, specializing in commercial insurance. She chose to live and locate her Farmers Insurance agency in the same neighborhood she grew up in.
Lori's interest in public service stems from a desire to help make sure everyone has the same opportunities in life that she has had, such as a family, quality public education, affordable housing, and a shot at a good paying job.
Before being elected to the Gresham City Council in 2010, Lori served on the Gresham Planning Commission, Rockwood Stakeholders Group and Rockwood Light Rail Station Art Committee, as well as Vice Chair of the Gresham Redevelopment Commission Advisory Committee. She has also served as a board member of the Gresham Area Chamber of Commerce. She is now serving her second term on the Gresham City Council. In 2014 Ms. Stegmann served as the City Council president.
Her duties as Gresham City Councilor have included committee assignments on the Public Safety Committee, Gresham Area Chamber of Commerce, Gresham Sister City Association, Youth Advisory Committee and the Council Employee Performance Subcommittee.
Lori co-founded the Rockwood Business Coalition, and has served as its Vice-Chair. She has also chaired a number of Plaza del Sol Community events in Rockwood. Her extensive community service involvement also includes positions with Soroptimist International of Gresham, as both District 2 Secretary, and President. She has also been a Golden Note Award recipient for her volunteer activities.

A Proven Record: In the last six years, Brian has helped win eight different elections, all within Multnomah County, to implement community-based solutions that directly and immediately impacted county residents.
Charter Review Commission: Voters approved five of the six ballot measures sent before them when Brian was chairman of the Charter Review Commission, ballot measures focused on good government and accountability at the county level.
Multnomah County Library: As campaign chair for the Libraries Yes! PAC, Brian helped lead a team to success in three separate elections in the process of finding stable and secure funding for our libraries.
The New Sellwood Bridge: as a community leader and long-time advocate of regional transportation projects, Brian was asked to represent residents and small businesses of District One on the Community Task Force that ultimately solved a decades-old problem of what and how to replace the state's busiest but least safe two lane bridge. The new bridge opened on budget and on schedule.

Ted Wheeler is a sixth-generation Oregonian, father, and state official who lives in Portland with his wife, Katrina and their nine-year-old daughter. Ted was Chair of Multnomah County from 2007-2010, and since 2010 has been the Oregon state treasurer. He holds degrees from Stanford, Columbia, and Harvard universities. Ted has been a vocal champion for LGBTQ rights since the 1990s, when he vocally supported the right to marry. Ted is a lifelong Eagle Scout who, as a member of Scouts for Equality, pushed the national board to change its policy on LGBTQ scouts. As Multnomah County Chair, Ted by executive order in 2007 enacted full healthcare benefits for transgender workers and was later awarded Basic Rights Oregon's Fighting Spirit award. He made the decision to enter politics while volunteering as an overnight shelter host at the Goose Hollow Family Shelter, now Portland Homeless Family Solutions. Ted's favorite days are Fridays, when gets to drive his daughter to school. He'd like to be your Mayor in 2017.
