This release, the second of four Soviet bilateral volumes, commences immediately
following the dramatic encounter at Reykjavik, on October 10–11, 1986, where U.S. and Soviet
leaders propelled the negotiation of the Intermediate-Range Nuclear Forces Treaty and
the Strategic Arms Reduction Treaty.
This release is part of the Office’s ongoing project, in partnership with the University
of Wisconsin Digital Collections Center, to digitize the entire Foreign Relations series.
These volumes cover events that took place between 1932 and 1939 and were originally
published in print between 1947 and 1953.
The focus of the volume is on the Carter administration’s approach to events in the Horn of Africa
and includes relations with Ethiopia, Somalia, and Djibouti (before and after its
independence).
