REGIONAL ADMINISTRATION BODIES
The administrative-territorial units of the Republic of Armenia include the marzes (regions), hamaynks (communities). The city of Yerevan has the status of a hamaynk.
The territory of the Republic of Armenia is divided into ten marzes, plus the City of Yerevan. Public administration in the marzes of the RoA is regulated the Presidential Decree on Public Administration in the Marzes of the Republic of Armenia and other legal acts. The distinctive features of local self-government and formation of local self-government bodies shall be specified by law. Peculiarities of territorial administration in Yerevan shall likewise be defined by law.
The Marzpets(Marz Governors) shall implement the government's regional policy, coordinate the activities of local branches of the executive authority, except as otherwise specified by law.
The Marzpets shall, within the scope of their authority under the legislation, implement the government's regional policies in marzes in the following areas: finance, urban development, housing and utilities, transport and road construction, agriculture and land use, education, healthcare, social security, culture and sports, nature and environmental protection, commerce, public catering, and services. The Marzpets shall implement regional policies in the aforementioned sectors by means of Marzpetarans, as well as organizations subordinate to their respective marzes.
The Marzpets coordinate the activities of regional services of republican executive authorities in the areas of internal affairs and national security, defense, communication, energy, taxes, emergency situations, civil defense and others.
Direct or indirect elections to the office of Mayor of Yerevan may be prescribed by law. Prior to the passage of a law governing the relationship inherent in the administration of Yerevan city, the Mayor of Yerevan shall be appointed and dismissed by the President of the Republic upon Prime Minister's proposal. The Marzpets shall be appointed and dismissed by government decrees. Such government decrees shall be subject to ratification by the President of the Republic. The office of Marzpet is a discretionary one.
The Marzpets are accountable before and report to the Government.
