2026 Defence Investment Plan

The 2026 Defence Investment Plan (DIP) is a strategic framework published by the Government of the United Kingdom on 30 June 2026, outlining the strategy of the Ministry of Defence in terms of spending priorities and investment for a four year period spanning from 2026/27 to 2029/30. The plan, which supersedes the previous Defence Equipment Plan, is intended to serve as the primary implementation mechanism of the 2025 Strategic Defence Review.

The plan is intended to address a "more dangerous and contested" geopolitical environment, in the context of the Russo-Ukrainian war and the Iran–Israel–United States war, with the DIP providing specific information on how the United Kingdom will shift its military posture.[1] The DIP commits a total of 298 billion pounds over the course of four years, covering aspects of the countries defence, including autonomous systems, nuclear deterrent, force modernisation, infrastructure and procurement reform.[2] The development of the DIP was marked by the 2026 Labour Party leadership crisis. In June 2026 the Starmer ministry faced a leadership crisis, which saw the resignation of Secretary of State for Defence John Healey, Parliamentary Under-Secretary of State for the Armed Forces Alistair Carns and Parliamentary Private Secretary and Pamela Nash, whom reportedly departed over disagreements in the DIP, stating that the settlement was insufficient and risked leaving the armed forces under-resourced amidst a volatile threat environment.[3][4] Following these resignations, the plan was finalised by the newly appointed Secretary of State for Defence on 11 June 2026, Dan Jarvis.[5]

The plan was unveiled by Prime Minister Keir Starmer on 30 June 2026. This was eight days after he announced his resignation as prime minister and Leader of the Labour Party. Starmer presented the DIP as a key pillar of his legacy, framing the plan as a "historic shift".[6] Funding for all the additional spending was not initially allocated, with Starmer suggesting that his successor borrow further to finance the gap in funding.[7][8][9] Funding for other projects such as road and energy infrastructure was also planned to be reduced to secure funding.[10][11]
