Former Pittsburgh Councilwoman Twanda Carlisle charged taxpayers for two plane tickets to Las Vegas even after prosecutors charged her in the kickback scheme that eventually sent her to prison.The article states that all City Council members were issued American Airline credit cards for travel prior to Act 47, but all the cards had been revoked except for Carlisle's and Peduto's (Shields is now planning to ask for Peduto's back).
An invoice showing the $726 round-trip tickets on a city-owned American Airline credit card shocked City Controller Michael Lamb, who refused Thursday to pay the eight-month-old bill.
I'm not going to pay it until I get a guarantee from the Law Department that they will pursue her for restitution," Lamb said.
The invoice, which Lamb received from the City's Clerk's office Tuesday, lists Carlisle and her mother, Constance B. Parker, as the passengers on the September flight.
Parker, 65, of Penn Hills couldn't recall the trip, and said she hadn't seen the bill. She said her daughter has paid her debt to society and should be left alone.
"How does this keep going on and on and on? Twanda is incarcerated. She is paying society back as best as she humanly can," Parker said during a phone interview. "Why is this one black woman being so ran through the media for two years on $43,000? All that money has been paid back."

Carlisle told City Clerk Linda Johnson-Wasler in October that she would reimburse the city for the plane tickets to Las Vegas, said City Council President Doug Shields.
Carlisle resigned from City Council in November and did not pay the bill as she had promised, Shields said. The invoice fell through the cracks, he said.

"I can't believe she did this," Shields said of Carlisle. "You shouldn't be using public funds to front your personal trip."
Pittsburgh Councilman Ricky Burgess introduced legislation today to create a trust fund to hold the $43,100 in restitution expected from former Councilwoman Twanda Carlisle in relation to her sentencing yesterday on corruption charges, and to disburse it to efforts to improve public safety in the city's northeast corner.At her sentencing, Carlisle said she was elected to change the fortunes of Council District 9 in the city's northeast, and tried to do right.

Common Pleas Judge John A. Zottola ordered the money to be spent to help Council District 9, formerly represented by Ms. Carlisle, now by Mr. Burgess.
"Are you pleading to these charges because the Commonwealth's evidence, if believed, would be sufficient to convict you?" the judge asked.
Ms. Carlisle paused.
Her lawyer Patrick Thomassey leaned in and mumbled, "Yes, sir."
"Yes, sir," she said.

In January 2002, Democratic Committee members from the city's northeastern corner met to pick their nominee to replace Ms. McDonald Roberts. They deadlocked between Ms. Carlisle and Louis "Hop" Kendrick. A coin flip ensued, Ms. Carlisle called heads, and she became the prohibitive favorite to win the seat, which she did.Says a lot about what's wrong with City Government, no?
In a way, she adopted the Robin Hood ethos of Mr. Darkins. From 2002 through 2006, she distributed some $177,892 in city discretionary funds to interests ranging from churches and youth groups to "consultants," including some with criminal histories.
And, that brings us back round to then Council President, now Mayor, Luke Ravenstahl's "Reform Lite" (as called by the P-G).
Pittsburgh City Council had the opportunity to pass real reform on Council spending and end the walking around money (WAMs), but chose not to -- with the exception of Bill Peduto and Doug Shields. They had tried to amend Ravenstahl's bill and provide more accountably and transparency in council spending but were soundly (and at times loudly) defeated.
While Twanda Carlisle surely stole large from taxpayers, with WAMs, we have enshrined petty theft.

Nationally, women make 81 cents to the dollar as compared to males. Statewide it's 73 cents while it's only 70 cents in the city of Pittsburgh.Councilwoman Twanda Carlisle was blown away by the last figure and offered to help in any way she could in her last months on Council.
There are 3,440 city employees but, only 923 are female.
