White House: Obama Will Never Negotiate On The Debt Limit Again

(TPM) White House spokesman Jay Carney said Monday that lifting the debt ceiling will be non-negotiable for as long as Barack Obama is president.

"Whether it's today, or a number of weeks from now, or a number of months from now, or a number of years from now, it will always be Congress's responsibility to raise our debt ceiling so that the United States can pay the bills that Congress has incurred," he told reporters during his daily briefing.

(TPM) Speaker John Boehner (R-OH) insisted Sunday on ABC's "This Week" that he won't bring up a "clean" debt limit increase under any circumstances, warning that the U.S. will default on its debt unless President Barack Obama agrees to make policy concessions.

"We're not going to pass a clean debt limit increase," he said. "I told the president, there's no way we're going to pass one. The votes are not in the House to pass a clean debt limit. And the president is risking default by not having a conversation with us."

Schumer To Boehner: Prove That A Clean CR Won't Pass

(TPM) Sen. Chuck Schumer (D-NY) challenged Speaker John Boehner's (R-OH) contention Sunday that "there are not the votes in the House to pass a clean CR" and reopen the government.

"Well, first, the speaker said there aren't the votes on the floor to re-open the government. Let me issue him a friendly challenge. Put it on the floor Monday or Tuesday. I would bet there are the votes to pass it," Schumer said on ABC's "This Week" appearing just after Boehner. "We have just about every Democrat, 21 Republicans have publicly said they would. There are many more Republicans who have said that they privately would."

"So, Speaker Boehner, just vote. Put it on the floor and let's see if you're right."

Obama Doesn�t Rule Out Using 14th Amendment To Raise The Debt Limit

(ABC) With the October 17 deadline to raise the debt limit rapidly approaching, President Obama is not specifically ruling out using the 14th Amendment to increase the nation�s borrowing ability if the political impasse continues and Congress fails to do so, but says he does not expect the fight to get to that point.

�I�m pretty willing to bet that there are enough votes in the House of Representatives right now to make sure that the United States doesn�t end up being a deadbeat. The only thing that�s preventing that from happening is Speaker Boehner calling the vote,� the president told The Associated Press in an interview Friday that was released this morning.

Dem rep throws the "unpatriotic" meme back in Republicans' faces

(HuffPo) In a speech from the House floor, Enyart, a freshman and 35-year military veteran, blasted the "absolute, utter cynicism" of the "Honoring Our Promise to America's Veterans Act," which later passed a House vote with Democratic support. Senate Democrats have insisted that they won't support a piecemeal approach to dampening the blow of the shutdown, instead calling for Republicans in the House to pass a clean government funding bill to reopen the government in its entirety.

"The only thing that bill does is give the politicians who sponsored it and who vote for it a claim while they wrap themselves in the flag to say they support the troops," Enyart said, pointing out that the underlying bill actually contained cuts to key veterans programs. "It's as phony as putting a flag pin on your lapel and claiming that makes you a patriot."

Democrats Plan to Discharge GOP Bill to End Shutdown

(Roll Call) Democrats announced Friday afternoon that they would file a discharge petition on a bill sponsored by Rep. James Lankford, R-Okla., that has sat waiting for action by the Appropriations Committee since March.

The discharge petition would not simply adopt the Lankford bill, which would give 100 percent funding for 120 days before exacting a 1 percent cut every 90 days if the government does not produce funding bills. Instead, their discharge petition would offer language to substitute Lankford�s bill with a clean CR to Nov. 15. They think they have the votes for the plan.
