As a result I’m deleting an entry in our database for Poplar Montana, but I’m not sure if a new one should be entered for Roosevelt County as it seemed to be sparked by confusion over that state’s medical marijuana laws more than anything. A NC State trooper has been ordered to be rehired by a judge who ruled that videos showing the officer pick his police dog up off the ground and kick it were not outrageous, but instead was an acceptable training method for police dogs. The judge claimed to have made the decision because he believes police dogs should be considered as weapons, not animals. [0]
The now-former sheriff of Park County MT has been sentenced to five years in prison after he accepted a plea deal that reduced several charges down to a singly intimidation charge in relation to allegations that he sexually assaulted a teen girl on multiple occasions and threatened to have her arrested if she didn’t keep quiet. The West Virginia State Police are being sued by a newspaper claiming that the agency has been refusing to comply with FOIA requests seeking internal affairs reports related to closed investigations. [5]

And finally, a Bosque Farms NM police officer has resigned after an investigation into allegations that he had videotaped himself having sex with two different women, one while on-duty inside a city official’s office, and then uploaded the videos to a departmental computer where they were later discovered. Unfortunately today was a bad day for manning the news feed. Not only was I tied up at work but, thanks to Seattle’s intolerance to snow and a couple of inches of the stuff falling today, I ended up spending over 6 hours on a bus for my afternoon commute home from work and didn’t get home until about 11:00pm. So, the news feed is a little lighter than usual for a weekday today, hopefully I can get it caught up tomorrow.

Columbus GA police are being accused of falsely arresting a news crew from Russia Today on video while the reporter and her cameraman were doing a report on a protest at Fort Benning. Apparently, a journalist with the Columbus Ledger was also threatened with arrest as well for covering the event. [3]
A now-retired Chicago IL police officer was arrested on a number of charges including kidnapping and drug-related charges for his alleged role in a criminal organization. While most of the alleged activities were after he retired, an obstruction charge related to allegations of false testimony during a trial while he was still an officer were part of those charges, which qualifies this report for the news feed. The Austin Peay University TN police chief has been suspended for one month for an unspecified policy violation. University officials say it’s also their policy not to divulge disciplinary issues. [2]
A Galesburg IL police officer has pled guilty to a felony theft charge for stealing money from his own department in a deal that dropped other charges related to the theft. [0]
A Columbus IN police officer has pled guilty to illegal possession of prescription pain killers in a plea deal that dropped five other charges. [0]

Oak Grove KY police are being sued by a soldier who claims he was attacked by a police dog when he was getting out of his car as ordered by police who were responding to a call about him creating a disturbance at a truck stop. Video taken of the incident allegedly supports his version of events. [3]

A San Juan County CO deputy has been suspended while under investigation over allegations involving an altercation he had with a fireman for refusing to stay on scene and direct traffic for him that led to the deputy allegedly swerving towards him on the road while the firefighter was riding his motorcycle sometime after the incident. Santa Rosa County FL has settled a lawsuit for $55,000 and has expunged the record for a retired Air Force colonel who was wrongfully arrested by deputies in the wake of hurricane Ivan. Apparently he and a neighbor came out with guns when they saw the deputies walking around the neighbor’s home thinking they were looters. The deputies then attacked the neighbor, beating & tasering him then tackling his wife before arresting the victim on attempted murder charges because he fired his shotgun into the ground before he knew the officers were deputies, one of which was later convicted for excessive force. A Frederick County MD deputy is the subject of a lawsuit alleging that he unnecessarily shot a family’s pet Labrador impulsively and that a second deputy laughed about it in front of their daughter while the deputies visited the family’s home trying to find their son for unspecified reasons. [3]
A Pittsburgh PA police officer has been arrested over an alleged domestic violence incident inside his car that left his girlfriend with minor injuries. [0]

An Abbeville LA police officer is the subject of a lawsuit alleging he tasered an elderly man who had called police to report a DV incident by his son-in-law that he was holding down when police arrived. [3]
A Fredricktown MO police captain has pled guilty to 22 charges including statutory sodomy and sexual exploitation of minor for molesting children after scout meetings. [0]
A Spencer IA police officer has pled no contest to a 4th degree sexual assault charge in an unspecified incident. He was sentenced to a fine and is cleared to return to duty. [3]
Five Jackson MS police officers are under investigation for after a store owner’s surveillance video appeared to support his claims that the officers harassed them then falsely arrested them for assaulting an officer after they had asked the officers why they were harassing and searching their customers. [3]
A Cape Coral FL police officer has resigned while his union was appealing his termination over a number of excessive force claims and two excessive force-related lawsuits. [0]
A Greenwood IN police officer is facing potential disciplinary action after he apparently pulled a gun on a man who confronted him about leaving his baby alone in a car while he was apparently drunk. [0]
A US Federal police officer has been given what equates to a suspended sentence and a $500 fine in a deal over animal cruelty and firearm charges relating to him fatally shooting a pet dog named Bear-Bear in a public park for playing with his dog. [0]
A Prince George’s County Maryland police officer is under investigation after he apparently chased a man and instigated an altercation inside a courthouse all because he apparently overheard the man tell a friend on the phone that he was happy an officer who is facing corruption charges was going to remain in jail until his next hearing. A Clovis NM police officer is under investigation after allegedly causing a fatal accident when he ran a stop sign in his cruiser. [0]
A Plattsburgh NY police officer has been arrested on assault and criminal mischief charges involving a domestic incident with his girlfriend. [1]
An East Orange NJ police officer has pled guilty to insurance fraud for setting fire to his own car in a bid to get insurance money because he was frustrated it was worth less than what he owed on it. [0]

Laguna Beach CA and Orange County CA settled a lawsuit for $380,000 to an innocent man who was tasered in his own bedroom shortly after he was awakened by deputies who entered his home in a case of mistaken ID, confusing him as a suspect then falsely arresting him when they figured out he wasn’t their man. A Grants NM police officer has been charged with battery on a household member after a domestic dispute involving a fellow officer following a night out at the bar. [0]
A Provo UT police officer has been charged with theft & possession of controlled substances on allegations that he attempted to fraudulently obtain prescription drugs using information he gained while responding to a call at someone’s home. The officer sparked suspicion by returning to the home for “follow-ups” and the victim caught the officer in the act by setting up a surveillance camera. [0]
A Henry County VA deputy has received a suspended sentence and a fine for a perjury charge after lying to grand jury that was investigating misconduct at the jail. [0]
A Dallas TX police officer has been suspended for 15 days for failing to show up at a DUI trial where he was set to testify and then lying about the reason why. [1]
An Eufaula OK police sergeant has resigned before a termination hearing that was scheduled in response to an unspecified state investigation. [3]
A Seattle WA police officer already under investigation over a video released by the press yesterday showing him kick a teen in the crotch, face, and chest is the subject of more scrutiny after reporters uncovered another video filmed right after that incident which shows the undercover cop punch a man who was trying to record what was happening on his cell phone. [5]
Meanwhile, Seattle WA police officials say they are investigating whether there was some sort of cover-up which prevented police commanders from being told about the video before the media told them about it, especially since the department had the video for nearly a month. If this kind of logic is difficult to grasp, think of it this way, the police want the police to investigate the police for failing to investigate the police. [4]
A Fort Worth TX narcotics officer has been sentenced to 20 years in prison after pleading guilty in the middle of his trial for intoxicated manslaughter over a fatal DUI-related crash. [0]
A Windsor Locks CT police officer has been charged with manslaughter for fatally hitting teen with his car. The incident is still under investigation to determine why responding officers didn’t perform sobriety tests since a video shows the officer had been drinking prior to the crash. [0]
A Mentor OH police officer received a suspended sentence & probation for headbutting and beating a little league coach while at a game. [0]

A St Louis MO police lieutenant and one of her officers are both under investigation and the subject of a lawsuit filed by a teen girl who alleges that the lieutenant had her arrested on false charges because she didn’t like her seeing her son. Furthermore, once the complaint was made to police, the lieutenant’s son is accused of badly beating the girl, hospitalizing her for several days, when he attempted to coerce her into changing her story so his mom would lose her job. At least three Eugene OR police officers are the subject of a lawsuit alleging that dashcam video proves a man was falsely arrested for threatening to file a civil suit against police who had made him sit in the wet mud for nearly an hour while detained. Allegedly, a police supervisor showed up and told the officers that, since he was going to file a complaint, they would be screwed if they didn’t arrest him. [4]
4 Rialto CA police officers have been disciplined, but the department refuses to say how, after an investigation into allegations of on-duty group sex sessions with strippers that was sparked by a lawsuit by one of the women involved and caused two other cops to resign. [3]
A Bridgeport CT police lieutenant has been fired & 4 other officers suspended for up to 1 year for their roles in a “sordid” cover-up of a fellow officer’s DUI-related hit&run accident. [0]
A Newburgh NY police officer has been indicted on felony charges over his own hit & run accident that he attempted to cover up by himself and even collected insurance money from. [0]
A Berkeley County WV deputy has resigned after admitting to stealing oxycodone from evidence. However, this information only made it out to the public because the police had to tell a judge about it when asking him to exclude that information from another man’s trial since it may affect that case. [3]
A Hartford CT police officer has resigned as part of his sentence which includes 4 months of house arrest for his unlawful restraint & trespass conviction in a DV-related case. [0]
A Monroe County NY sheriff’s captain has been indicted on 1 computer tampering, 3 rape and 13 official misconduct charges revolving around allegations she had sex with inmates. [0]
Four Phoenix AZ police officers have been indicted on fraud & theft charges as part of fraud probe involving 25 other officers who are currently under investigation. [0]
A Minneapolis MN police chief is being criticized in a report by that city’s review board for only disciplining 6 of 11 cops who had sustained findings of misconduct after investigations. The chief claims he decided not to discipline them because the cases were too old. [1]
A Vidalia LA police chief has pled guilty to making false statements to federal agents who were investigating illegal gun sales. [0]
A Cincinnati OH police officer has resigned as part of his plea deal which reduced charges for intentionally torching his car to get insurance money. [0]
An Oceanside CA police officer is the subject of a lawsuit alleging he sexually harassed a nurse who was hired to do DUI blood draws for the department. The officer was fired after an investigation into the complaint. [1]
And finally, a Forsyth County NC deputy has been placed on leave after he was arrested on domestic assault charges for allegedly throwing a pumpkin at his wife during an argument. [0]
Once again, in Seattle Washington, the Seattle Police Department is scrambling after video was released through the media showing a police officer in a very questionable act. Not only was the release a problem for the department, so say police commanders, but it was that the video came to their attention via the media instead of their own department, which allegedly had the video all along.
This time it’s a video showing an undercover officer repeatedly kicking a 17-year-old boy who was obviously trying to comply with the officer’s orders and who appears to be completely innocent of what he’s being charged with, again, thanks to video which appears to contradict what the police had claimed.
Following on the heals of that video was another released just today showing the very same undercover officer punching a man who was trying to film what was happening outside the same convenience store right after the beating. The department again claimed ignorance and officials refused to even watch it, telling the media to forward a copy to their “Office of Professional Accountability” which had apparently botched the chance to investigate the first video…
Of course, this follows another videotape debacle in June involving a gang task force officer who was shown on video taken from a freelance “stringer” who caught the officer kicking an innocent man in the face shortly after telling him he would “kick the Mexican piss” out of him while several other officers stood around and did nothing. The problem with that video was that the TV station for whom the stringer worked for refused to air it due to, as the stringer claimed, it’s close working relationship with the Seattle Police Department which it relied on for story scoops and it’s top-rated Most Wanted show. Those allegations are also still under investigation to determine if officers have been applying pressure to keep such videos out of the media.
But, the Seattle Police Department’s problems with videos didn’t start there, unfortunately. Even before that case there was the story of a local computer security expert, Eric Rachner, who was told that video of his arrest, which he claimed was a false arrest which happened when he legally refused to show ID, didn’t exist because it had been deleted when he tried to get it to help his case. The police claims were later proven false thanks to the man’s computer expertise when he found that the video in question couldn’t have been erased.
In fact, going back even further we come to other instances where the department demonstrated it’s dislike for being filmed in the Bogdan Mohora case, in the department’s persistent resistance to the idea of surveillance cameras installed inside precincts in areas where officers interact with detainees, and for the union’s resistance to personnel-mounted cameras which are now being deployed in agencies across the nation. That resistance forced the department to box up their cameras and send them back instead of deploying them.
Even further back still there was the Post Alley case where video from several surveillance cameras which should have captured an incident where an officer shot an unarmed defense attorney mysteriously went missing and the Funhouse case where police allegedly sat on video that would have exonerated an innocent man who was arrested and wrongly jailed for over a month after being beaten outside of a club.
Given this long sordid history the Seattle PD has with videotapes it seems strange that the department’s command staff, or anyone else for that matter, was surprised that they hadn’t heard about the latest videos for nearly a month since they came into the department’s possession. Hardly surprising given the history here. But strangely it’s still being viewed as a one-time anomaly instead of just one more in a long string of events.
While a large debate has been raging in a number of states in which police departments have been pushing to make it a crime to record the police… but what we should not forget is that, in some places, that fight against public accountability via video takes on a more subtle tone as it does in Seattle where police don’t make it a crime… they just make it go away.

A Seattle Washington undercover police officer has been suspended reassigned while under investigation after he was shown on surveillance video in a convenience store kicking a 17-year-old boy in the leg, groin and head while he appeared to be complying with commands. The boy was arrested on suspicion of being involved in a drug-buy bust that went bad when the targets of the sting allegedly attempted to rob the undercover cop who was attempting to buy drugs. [1]
Barberton Ohio has settled a lawsuit for $5,250,000 to a man who claimed police withheld exculpatory evidence that would have prevented him from being wrongfully imprisoned for for 7 years when he was convicted for murdering and raping his mother-in-law and raping his 6-year-old niece. He was freed after DNA evidence showed it was the neighbor’s boyfriend who did it instead. [0]
An Orange Texas police captain has been indefinitely suspended after an investigation into the shooting death of a man outside an auto parts store when he had a dispute with employees about a return. [1]
A Huron County Ohio deputy has resigned after an investigation into allegations that he “field-goal kicked” a detainee in the face while he was on the ground, causing the man to be hospitalized when he began suffering seizures in the back of the officer’s cruiser. [0]
Two Anne Arundel County Maryland police officers are the subject of a lawsuit filed by a deaf man who claims they used excessive force and falsely arrested him for assaulting an officer after he had called police to report a robbery at his home. The man could only communicate with officers via written notes and he, as well as an EMT at the scene, claim that the officer tackled him and arrested him when he claims he was assaulted when the man tried to give the officer a note by pressing it against his chest. The police chief of Bel Nor Missouri is the subject of a lawsuit filed by three former police officers who claim that they were fired after they blew the whistle on alleged misconduct by the chief who they say was using an officer’s locker to store his pornography and that he used racial slurs against a female officer and when describing residents of that town. A Montgomery County Maryland police officer was fined $185 for speeding when he hit a 12-year-old kid with his cruiser and left him with severe brain damage and paralyzed from his neck down. That case was also in our recap yesterday as it cost the county $400,000 in a civil suit settlement. [4]
A deputy US marshal has been sentenced to 8 years in prison on a conviction for false imprisonment and bondage in a case where police found photographs he took of a woman he allegedly drugged then handcuffed after stripping her naked. The pictures were discovered while he was under investigation for similar claims made by another woman who worked with the officer. [0]

And finally, two Jackson Wisconsin police officers are shown on video arresting copblock founder Adam Mueller on a bench warrant for an unpaid traffic ticket while threatening to confiscate the filmer’s (Pete Eyre of Copblock as well) camera. After a plain clothes officer finally relents with the threats the video then shows the officers cuff and drag Adam to an unmarked car but doesn’t show any active resistance on the part of Adam… yet that didn’t stop the officers from charging him with resisting arrest and obstruction. The city of Thomasville Alabama and the Thomasville Alabama police department are the subject of a lawsuit filed on behalf of a juvenile alleging that the minor’s rights were violated by the police department when they released his name in their police blotter in apparent violation of state law.
However, the suit claims, this was done in violation of state law which requires juvenile records to remain confidential unless the child in question is charged as an adult, which Jared was not. The law goes on to make it a class A misdemeanor for anyone who knowingly permits the release of information identifying a child by name who is under the jurisdiction of the juvenile court.
The suit is requesting an unspecified sum to compensate for the violation of Jared’s rights and damages caused due to the apparently illegal release of his information to the media and his school and claims that this isn’t the first time the department has violated the law in this way.
Information on Jared’s arrest listed online indicates that he was charged with the manufacture of an unspecified controlled substance but does not include information on the ultimate disposition of his case. Requests for comments from the police chief of Thomasville Alabama and the town’s attorney were not answered.

A shooting incident involving a mounted US Border Patrol officer in Arizona is the subject of an FBI investigation. Details have been sketchy about this incident but some reports are indicating that the officer shot an illegal immigrant in the stomach who was already on the ground after he fell down while 11 others scattered.
