News...

I'm embarrassed to say that I have not updated the message on our home page. I'm going to use the excuse of "end of hurricane season" and proceed from there.
Indeed, hurricane season is now officially over. Although more active than predicted, not only New Orleans, but the rest of the USA, avoided being hit by any major storms. This is a good thing.

The ACOE is actively working on a gate at Rail St and Lakeshore Drive. I'm unsure how long this will take but, I hope, it will be done before NEXT hurricane season commences.

The repairs to the gate at Marconi and Lakeshore Drive are somewhat complete. Apparently, one of the subs did not complete the entire job, and work is now progressing to remedy that situation. As a result of both projects, the lights along Marconi Drive from Thrasher to Lakeshore Drive were out; now only the lights from Stilt St to Lakeshore Drive are out. This is, in a twisted way, progress.

It took many emails from many people and the intervention of Councilmember Susan Guidry to finally get the major problem resolved.
 As for the rest of the lights in Lake Vista - don't hold your breath. The City of New Orleans owes the major contractor over $1 million so, naturally, they aren't fixing anything until they are paid. I can't blame them. 

On a positive note, the OLD/NAMA (the mandated legislative authority charged with protecting our lakefront) has been active and working in regard to our green spaces, the airport, the marina and other issues. Their task is gargantuan. All four Lakefront subdivisions are well-represented and, I think, our best interests will be addressed.


It has been slow, but progress has been made both with continued beautification and awarding a contract to repair/renew our big park signs. Perhaps by the next newsletter I'll be able to give you more concrete data about both.

An attempt to restart a tradition of "Saturdays in the Park" has been coordinated by one of our at-large Board members (Kelly Alfortish). The first and second were successful and we intend to continue. I'll send out reminders via the members email list.

The directory effort has been stalled due to lack of some street’s participation via block captains. This is not by intent so much as it is the reliance upon volunteers to get the job done. Sometimes life intervenes and prevents our volunteers from tending to peripheral tasks. I would ask that anybody interested in being a block captain please contact me. Even if your street has one, we can always use a back-up. Many of our residents often travel for business purposes and a back-up would be very useful.

Progress on the taxing district issue is also slow but moving forward. More to come in the next edition of the newsletter (January).

Blight has been eradicated to the level that we (LVPOA) can accomplish. The rest is up to the City of New Orleans. Please thank John Schneller for his tireless, hard and thankless job next time you see him. 

Finally, I do hope each and every one of you has a pleasant and stress-free holiday season. The 'hood looks pretty good for the holiday season thanks to the Garden Club.

Park Permit

A permit is required for Lake Vista residents that contract services and the hired individual has a need to cross or come into contact with Orleans Levee District (OLD) property, i.e., Lake Vista parks or lanes. Examples of such services are catered events in parks, improvements to lane sidewalks, trimming of trees on OLD property (the lanes), etc.

The permit is free. The purpose of the permit is to document that the contractor has the required insurance and will be responsible for any damages to OLD property.

Once the form is filled out, the property owner or contractor must bring it to Louis Capo's office for approval.

Lake Vista Zoning

Permitted land use in Lake Vista, 30% maximum lot coverage, required setbacks, fencing, and other restrictions that are part of the Lake Vista Building Restrictions, were incorporated into the City's Comprehensive Zoning Ordinance under the Lake Vista chapters of the Lake Area Zoning Ordinance on October 18, 2007.  Of particular significance to residents are Chapters 9A.2, 9A.4 and 9A.6 but park and commercial uses are included in later Chapters.  To be accurate, the pdf of the ordinance at  the following link ("Read More") is used in combination with the City Planning Commission map of Lake Vista.  Both can be found on the home page of the City Planning Commission website. Please be reminded that in general, frontage of lots (front yards) are on the lane side. Rear yards are on the street side. Exceptions are detailed in the restrictions for certain lots with frontage on Robert E. Lee Boulevard, Marconi Drive, and Beauregard Avenue.  (See Section VI). (read more)


3rd District Police "Hot Sheet"

In an effort to improve the quality of life in Lake Vista, the LVPOA is pleased to provide the 3rd District Police "Hot Sheet". Hot sheets are to be used to identify those areas where illegal activities have occurred or potential problems exist. Items to be reported using the Hot Sheet are:

Drug Dealing
Abandoned House
Curfew Violations
Tall Grass
Street Lighting Issues
Truants

Do you have a dead tree on City property?

The following are two choices Lake Vista homeowners have for the removal of dead tree on City property (street trees).

The property owner can contact Park and Parkways and request for the City to remove the tree. This process is taking one to two months. The City is not grinding any stumps. The number for the Park and Parkways is 658-2176. Or you may wish to hire a Licensed Tree Company to remove the tree at the property owner's expense. The Tree Company will apply for a permit. Park and Parkways will make a site visit within two weeks and issue the permit. list of arborists


 

City of New Orleans Reporting System Has Changed
New Orleanians wishing to report issues and problems to the City of New Orleans should now call (504) 658-2299. Effective immediately, the 311 phone reporting system that handled city issues and problems has been dissolved.
The new line, (504) 658-2299, will offer the following prompts:

  • Press #1 for Public Works (potholes, clogged drains, missing street signs and traffic signal outages)
  • Press #2 for Housing / Code Enforcement (status of a hearing, report a blighted structure)
  • Press #3 for Environmental Health (vacant lot with high grass)
  • Press #4 for Department of Revenue (property tax, sales tax, occupational license, sanitation fee removal)
  • Press #5 for Parks & Parkways (City tree trim request or downed trees)
  • Press #6 for Emergency Preparedness (house elevation, hazardous mitigation, city assisted evacuation plan, Dept of Homeland Security)
  • Press #0 for all other Department / Agencies
  • To report streetlight outages, call 658.2299 and follow the prompts for streetlights. You will be directly connected with Robinson Industries, the City's contracted streetlight repair vendor.

Downtown residents, business owners and visitors with questions may call the DDD Public Space Operations department at (504) 561-8927.
