This meeting will be the fourth and final session of the International Renewable Energy Agency's (IRENA) Preparatory Commission. IRENA became a fully-fledged international organization on 8 July 2010, with the 25th ratification of its statute, so the agenda will be dominated by preparations for the legal transition from Preparatory Commission to IRENA, as well as decisions on the Agency's 2011 Work Programme.

This workshop will discuss clean coal technologies and policy to improve the efficiency of coal-fired electricity generation and carbon capture and storage (CCS), concentrating on the particular circumstances of the Russian Federation. Taking place in multiple venues, including the Skochinsky Institute of Mining and the All-Russian Thermal Engineering Institute, key Russian stakeholders and international actors will participate to review methods to maximize the utility of coal use and reduce the environmental impact of coal energy generation.

The World Meterological Organization (WMO) is hosting the Third Lead Authors Meeting for the Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) for the Intergovernmental Panel on Climate Change (IPCC). Submitted comments to the the SREX Expert Review, which took place from 26 July-20 September 2010, will serve as the basis for discussions. The 30th Session of the IPCC in 2009 decided to prepare the SREX with the involvement of the UN International Strategy for Disaster Reduction (UN/ISDR).
