A nice vacation or shopping trip could be in order if you came across an additional $2,900.

That was  the approximate amount the average American received on their 2008 tax refund a nine percent increase over 2007.  If you were among those recipients and you’re expecting a similar check this time around, chances are you’re already trying to figure out what you’ll do with the money.

That is not necessarily an easy decision. Mounting debt and slim savings each pull on the pocket. In an unstable job market, having an emergency savings fund is important. However, as interest rates threaten to skyrocket, it’s just as important to pay off unsecured debt.

Crippling effects of compulsive spending

She always wore designer labels, dined at fine restaurants and indulged in any entertainment extravagance she desired.

Yet there she was begging her mother for money to pay a utility bill, just as she’d done as an addict 20 years before. This time it was spending, not drugs, dogging her.

Compulsive spending is referred to by Debtors Anonymous as a “disease.” Research shows that no fewer than 17 million Americans buy things they don’t need with money they don’t have. And they do it obsessively.

Left untreated, it drives wedges in relationships, sends debts spiraling and ruins lives.

“I’ve made some good choices in my life,” said Angie, who has a master’s degree and a plum government job. Thanks to him, NASCAR is practically giving away tickets to the Kobalt Tools 500 at Atlanta Motor Speedway, the Atlanta Journal-Constitution reported:

The speedway will sell 2,000 tickets for $1, the first 1,000 offered to fans in line at the Speedway ticket office at 7:30 a.m. and another 1,000 going to phone and online customers, beginning at 9 a.m.

Online tools make money management simpler

The idea of keeping track of every penny we spend is a good one. However, it is sometimes easier said than done.

Writing down every expenditure, forecasting what needs to be spent when and always knowing what your bottom line is can be a challenge. Fortunately, there are tools that help us more than the notes we write in spiral notebooks, the spreadsheets we make up ourselves and the other workarounds we’ve fashioned to help us become more financially prudent.

I saw this sale in today’s Atlanta Journal-Constitution. Fry’s electronics is giving away the Quicken starter simple money management program. No, they aren’t handing them out at the door, but if you buy it for $29.99 in the store, you get a $30 mail-in rebate. After rebate, you pay nothing! Similar deals apply to Norton Antivirus 2010 and SpywareDoctor 2010, both free after rebates.

Georgia appliance rebate program starts

This is a reminder that the Georgia rebate program begins today for energy efficient appliances. Georgia has received $8.6 million in federal stimulus money as part of the American Recovery and Reinvestment Act of 2009. The funds will go toward purchases for Energy Star refrigerators, washing machines, dishwashers and other select household appliances. The program launches Feb. 12. Free SAT and ACT online prep material available

It takes hours and sometimes lots of money to prepare for college entrance exams. Luckily, there is free SAT and ACT help for students currently available through eKnowledge, as well as a grassroots effort by a group of students at Emory University promising to soon deliver free test preparation to local students.

Georgia lags behind much of the country on SAT scores. According to the College Board, which administers the test, Georgia students’ 2009 average score of 1,460 was 49 points lower than the national average.

Even the brightest students want to improve their scores, thus increasing their chances for earning academic scholarships and entering the colleges of their choice. The problem is, in this economy, few people have the resources to drop hundreds of dollars into improving results.

And they shouldn’t have to, said David Winchem, a sophomore at Emory and one of a group of students behind the pending fall launch of the nonprofit, Esnpire.org.
