The actual calculation of honor at the end of the day is where the 30% reduction applies. Estimated honor does factor in the 30% reduction, but it does not take into account such things as diminishing returns. This is what has been causing the appearance of discrepancy with honor. The estimated honor is just that, an estimation. Because of something like diminishing returns not factored into the estimation, the estimation can deviate from the actual honor gained for the day.
After thorough testing, we have concluded there is nothing altering honor gain or loss beyond the intended factors.
The devs are aware that many folks have an overabundance of Marks of Honor. They are in discussion about what Marks should yield, if they get turned in. The desire is there to find a sink for Marks, it is just undecided as to what will be returned for Marks or how the system will work exactly.
So, short answer is mostly 'Yes', with more details to come. As something like this would most likely go into a patch, rough estimate would be post-TBC release, when we will start seeing patch updates again. The most recent patch will be our last patch until after release.

After internal testing by our QA department, we have found that the honor gained from honorable kills and bonus honor are receiving 30% reductions correctly as intended. The investigations lead us to believe there is no issue with calculations at this point in time, nor that players are getting a double reduction in their honor calculations. Players may have felt differently due to the fact that honor as seen during the day of accumulation is estimated honor and the actual honor amount is displayed the next day. Estimated honor doesn�t account for diminishing returns, which may have also added to the confusion.

--Regular snowballs will no longer knock down groupmates in a Battleground. This only applies to Battlegrounds. The reason for this is that grouping is forced in the Battlegrounds and players were using the mechanic to cause grief to their teammates.
--"Hardpacked Snowballs" -- specific to Alterac Valley -- can only be used against enemy targets. Again, the reason for this was due to negative player issues caused between teammates in Alterac Valley.
As a tip, something I commonly do is go to the starting areas for another race. Take the tram to Ironforge and do quests in Dun Morogh and then go back to Westfall (or don't, go to Loch Modan) and you'll be more than appropriate for the level range.
Westfall is a steep leveling area anyway, but I've also found that with overly efficient questing you can sometimes actually hurt yourself and end up a bit too low. It's not a big deal, just take some time and get yourself up to where you should be.
You can also just stay in Elwynn and grind if you really want, but I think Dun Morogh is your best bet for easy/fun leveling. It also helps you a little bit if you're going for IF rep to follow the Dwarf/Gnome leveling zones.
